China Cracks Down on Online Loan Marketing by Private Brokers

New rules took effect today that bar private brokers from promoting financial products online in China. Under the policy, only licensed financial institutions and approved third-party internet platforms may carry out online marketing for loans and related services.

The move targets a growing gray market in which unlicensed intermediaries used social media, short video apps, and messaging groups to drum up borrowers. Regulators say these brokers often pushed consumers toward loans they could not repay and, in some cases, helped funnel credit into speculative assets such as stocks and real estate. That practice undermined efforts to keep lending directed at productive parts of the economy.

Officials have grown concerned that easy online promotion encouraged households to borrow beyond their means. By limiting who can advertise financial products, the government hopes to reduce reckless lending and protect less experienced borrowers from misleading offers.

The rules also place more responsibility on internet platforms, which must verify the credentials of any institution they work with before running ads. Analysts expect the change to squeeze smaller brokers that relied on aggressive online campaigns for business. Larger banks and established platforms are likely to absorb more of the market, though they too will face closer scrutiny. Consumer groups have largely welcomed the step, saying it addresses a long-standing source of complaints about hidden fees and predatory terms.
