The Nova Scotia government is justifying its decision to repeatedly exceed budgeted spending amounts, stating the flexibility was crucial to address urgent provincial needs quickly. The Finance Department's executive deputy minister has publicly defended the practice following pointed criticism from both the provincial auditor general and opposition parties.
This spending approach, primarily utilized through the Department of Advanced Education, saw hundreds of millions in additional funds allocated outside of the standard budgetary process.
